The organisation of football in Iran is based on a hierarchical league system, allowing clubs to ascend or descend in level based on their performance. This system is divided into several tiers, ranging from professional to amateur football.
At the top of the hierarchy is the Persian Gulf Pro League, which is the highest level of Iranian football. It comprises 16 professional clubs vying for the title of Iran's champion. The top two teams from this division are promoted to the Persian Gulf Pro League, while the bottom three descend to the League 2.
The League 2, the third tier, hosts 28 teams, predominantly semi-professional. The top two teams from each group are promoted to the Azadegan League, and the bottom four from each group are relegated to the League 3. This level is subdivided into four groups of 14 clubs each, operating on the same principle of promotion and relegation with League 2 and the Provincial Leagues.
The Provincial Leagues, the fifth tier of Iranian football, are organised into several regional groups. They include amateur clubs as well as reserve teams from professional outfits.
