The organisation of football in Qatar is structured according to a hierarchical league system, allowing clubs to ascend or face relegations based on their performances. This structure is divided into several levels, ranging from professionalism to semi-professionalism, down to amateur football.

At the top of the hierarchy is the Qatar Stars League, which is the highest tier of Qatari football. It comprises 12 professional clubs vying for the title of Qatar's champion. The bottom two teams in the standings at the end of the season are relegated to the Qatari Second Division, which also includes a number of clubs. The top two teams from this division are promoted to the Qatar Stars League.

The Qatari Second Division, the second tier, hosts semi-professional teams. The best performing teams are promoted to the Qatar Stars League, and the least successful ones can be relegated to a lower level.
